In Poland, the sale and use of electronic cigarettes are legal.

The Ministry of Health is reported as considering a prohibition of the sale of e-cigarettes in the near future. (2012)

Smoking bans in Poland and e-cigarette

Since 2003, Poland legislation has prohibited smoking in enclosed workplaces with the exception of designated smoking areas.

In 2010, the country reviewed its national tobacco legislation. After numerous discussions, the new pieces of legislation foresees a smoking ban in:

– hospitals and other outpatients clinics and premises for patients
– all educational premises
– workplaces (employers can provide smoking rooms but they have to be specially prepared, with automatic ventilation)
– all means of public transport
– bars and restaurants (but if there is more than one room the owner can provide one room for smokers, which will have to be automatically closed and have proper ventilation)
– public cultural and leisure venues
– bus, tram, and train stops
– sport stadiums and other premises
– children’s playgrounds
– other public access venues (not specified).

Additionally, owners of these premises may build – but are not obliged – special, i.e. smoking rooms closed with ventilation in :
– retirement homes
– hotels
– airports
– universities.

Since the bulk of Eastern European nations have adopted laws which have essentially made smoking outside of the home nonexistent, the electronic cigarette is becoming a far more viable switch for long-term smokers. Sure, tobacco cigarettes in the Bulgaria are still affordable, but the benefits of making the switch are fueling product sales for electronic cigarettes. The tech-savvy vapor-producing devices do not contain many of the harmful chemicals regular to tobacco cigarettes, so the consumer has the opportunity to get their nicotine virtually anywhere.

It has been difficult to legislate e-cigarettes in the EU because attitudes towards them and use vary wildly. They are not as popular as some make them out to be: The counties that lead in daily e-cigarette use a Denmark, Greece and Romania a do so with only two percent of the population smoking them (the U.S. leads with 2.7 percent). With the exception of Denmark, cigarettes seem most experimentally popular in Eastern Europe, with about 1 in 10 residents of Bulgaria, Latvia, Poland, and the Czech Republic saying they’ve tried them once or twice (Eastern and Central Europe also leads the rest of the continent in lung cancer rates).
